Introduction : Mr. Rashid Alimov, Senior Fellow of Taihe Institute and Secretary General of Shanghai Cooperation Organization (2016-2018), delivered a speech at the welcome banquet of “Beijing Forum 2019”.

 

The following is the transcribed version of Mr. Alimov’s keynote speech.

 

Dear Mr. Chairman,

ladies and gentlemen:

 

It is a great honor and privilege for me, along with well-known politicians, scientists and public figures, to take part in the work of the Beijing Forum, which has a rich history.

 

The Forum makes a valuable contribution to a better understanding between representatives of peoples of different countries and continents, whose rich cultures and civilizations are based on a wide dialogue and cooperation. Nowadays, during the period of fundamental changes in the system of international relations, such a dialogue is especially valuable, and has great political and moral significance.

 

Ten days ago, I participated in the work of the World Internet Conference. Chinese President Xi Jinping, in his message to its participants, called on all countries of the world to jointly overcome existing risks, and to persevere in forming a community of one destiny in the network space.

 

This is another important signal to the world community. The world is tired of confrontations on earth, in space, on the Internet. Sustainable development urgently needs broad dialogue and cooperation. They will provide a joint response to new challenges and threats; increase the level of trust and security. Finally, the sails of the world economy will be filled with a fresh and favourable wind.

 

Dialogue and cooperation between civilizations is the best answer in the fight against the most dangerous enemies of mankind, especially with such as international terrorism and extremism, drug trafficking and climate change. Reliance on a mutually respectful dialogue will allow us to more actively develop cooperation in the fields of security, economy and culture.

 

From history, we well know that the dialogue between civilizations has never stopped. Since ancient times, it was dialogue that facilitated the interpenetration of cultures, the exchange of knowledge, and the enrichment of civilizations through the transmission of spiritual and material values from generation to generation. An example of this is the living history of the Great Silk, Sea and Tea Routes.

 

The Belt and Road Initiative is a new form of international dialogue and cooperation between countries and peoples. The world has witnessed how the process of transport interconnectivity, the expansion and strengthening of trade, economic, cultural and humanitarian ties, have unfolded in the vastness of Asia, Europe and Africa. Inclusive diplomacy - academic and popular - is yielding results.

 

It is important that this process does not stop. Systematic and scientific, wide and open, respectful dialogue at all levels is what there is a demand for in many societies and countries of the world. The establishment of such a dialogue will open up new opportunities for peaceful and sustainable development, for overcoming crisis situations, for solving global problems that threaten all of humanity.
